Revoke Organization Scim Token

Revoke the organization's SCIM token, disabling SCIM provisioning. The identity provider can no longer reach the `/api/scim` endpoints, but users it has already provisioned are left untouched. Succeeds even if the organization has no active token. Requires the `scimProvisioning` feature flag.
