Get OIDCProvider

Get a specific OIDC Provider by ID. Requires a **premium** subscription; organizations below that tier receive a `403`. If the provider does not exist, belongs to another organization, or the caller lacks permission to view it, the endpoint responds with `401` (it does not distinguish these cases with a `404`).
